The WLA welcomes membership applications from state-regulated lotteries and sports betting operators, gaming industry suppliers, and other relevant stakeholders. Currently, the association supports four categories of membership:

WLA Regular Members are officially authorized entities that offer lottery games (lotto, classic lotteries, instant games, on- and off-line lottery games, video lottery) and/or betting games (toto, sports betting, sports lotteries, and betting on horse racing) in a regulated environment.
For WLA Members, membership is granted by the WLA General Assembly, which is held every two years. After approval by the WLA Executive Committee, applicants become provisional members until the final decision of the General Assembly.

Fees depend on the applicant organization's annual revenues. The current fee structure is as follows:

Thank you for your interest in joining the WLA and becoming a member of the WLA community of state-regulated lottery and sports betting operators.
WLA Associate Members are suppliers or prospective suppliers of goods or services to the lottery and/or sports betting industries. Current associate members include suppliers of online and off-line systems, terminals, printers, video lottery terminals, special papers, vending machines, dispensers and drawing machines, telecommunication organizations, ticket printers, game designers, marketing and advertising specialists, consultants, auditors and trade magazines.
For WLA Associate Members, the application for associate membership needs to be endorsed by at least two Regular Members (lottery operators) and approved by the Executive Committee. Each letter of endorsement will have to be signed by the lottery member’s CEO.
An application must be received a minimum 25 business days before the Executive Committee meeting in order to be considered at the next meeting. This will allow the WLA Business Office to verify certain aspects of the application (internet, Regional Association comments etc.) and inform the Executive Committee members of the results so that their comments, if any, can be received before the Executive Committee documents are sent out.
Any supplier or prospective supplier of goods or services to the lottery or sports betting industry is eligible for associate membership. The organization's business practices must conform to the aims and objectives of the WLA.
Fees depend on the applicant organization's annual lottery industry-related sales. The current fee structure is as follows:

The WLA Contributors program is open to leading suppliers of the lottery industry. The program offers standardized privileges to those who chose to participate. The Contributors program clarifies the WLA's income structure without pushing up membership fees and helps to support WLA events, member services, and projects. It also insures the continuity of supplier relations with the WLA member lotteries.
There are two levels of contributorship – Platinum and Gold – each
with a corresponding fee. Associate membership of the WLA is a
prerequisite to becoming a WLA Contributor.
